States' IGR Rises 214% To N5.15trn In Six Years As Enugu, Katsina Lead Growth
The combined internally generated revenue of Nigeria's 36 states and the Federal Capital Territory rose from N1.64 trillion in 2019 to N5.15 trillion in 2025, representing a 214.77 per cent increase in six years.
State by state, the growth shows wide variations. Enugu recorded the highest growth at 1,206.26 per cent, followed by Katsina at 656.35 per cent, Imo at 606.31 per cent and Gombe at 543.63 per cent.
Sokoto recorded the lowest growth at 7.73 per cent, moving from N19.01 billion in 2019 to N20.48 billion in 2025. Benue, Ebonyi and Yobe also recorded relatively modest increases.
Analysis shows that a high percentage increase does not always translate to the highest revenue addition. While Gombe's 543.63 per cent increase added about N37 billion, Lagos' 173.61 per cent growth added more than N1.1 trillion.
The report also notes the impact of purchasing power, as the figures are in nominal naira and the cost of goods and services has changed considerably since 2019, meaning states collecting more naira today may still have less room to spend than headline growth suggests.
IGR is revenue states raise themselves, alongside what they receive through FAAC allocation. The key issue, according to the report, is what that revenue makes possible for residents in terms of services, infrastructure and visible improvements.
