EBC Financial Group (EBC) highlights that the NGN 10.85 trillion of securities maturing in November could lower the government’s borrowing costs if investors reinvest the repayments in the NGN 2 trillion bond offer instead of new short-term bills.

Cash in the banking system rose 57% in October, to NGN 7.373 trillion from NGN 4.703 trillion in September, yet the average government bond yield, the return buyers earn on existing bonds at current prices, climbed to 16.18% from 15.95%. EBC Financial Group (EBC) says November’s repayments may change that: securities worth about NGN 10.85 trillion mature, more than five times the NGN 2 trillion bond offer scheduled for 16 November 2026. Cash reinvested in the bonds adds buyers, while cash reinvested in short-term bills leaves bond demand where it was.

David Precious, Senior Market Analyst, EBC Financial Group, said, “When short-term securities mature, investors receive cash and choose between another short-term security and a bond. A bond locks the money in for several years, so investors need a return that makes that worthwhile. If enough of the cash comes to the bond sale, buyers compete for the same bonds, and the government may be able to raise the NGN 2 trillion at a lower return.”

October’s Yield Gives a Reference Point for November’s Sale

The 16.18% average yield is what investors were already earning on existing government bonds, so it gives a reference point for November’s offer. The auction rate could land above or below it: if buyers ask for a higher return on new lending, the government may have to pay more to attract them.

Lenders committing for several years weigh expectations about future interest rates and inflation, and as an example, an investor receiving a fixed interest payment each year could buy less food or fuel with it if prices rise. That risk stays with the bond buyer whatever the level of cash in the banking system, so some investors may still ask for higher returns.

The Central Bank of Nigeria (CBN) reset its policy rate at 23% on 21 to 22 September 2026, aiming to bring its policy framework closer to prevailing market rates, while the return on a multi-year bond comes from what buyers agree to accept at the auction.

Maturing Securities Return Money That Could Buy Bonds

The Financial Markets Dealers Association (FMDA) October report, published on 2 November 2026, lists NGN 8.927 trillion of central-bank securities, issued to manage cash in the banking system, and NGN 1.919 trillion of Treasury bills maturing in November. Added up, the repayments come to about NGN 10.85 trillion, so the bond sale could draw on money already invested in Nigerian debt.

Investors who buy new short-term bills keep their cash out of the bond sale, while those who choose the bonds add to demand for them and could help the government raise funds at a lower return using reinvested domestic money without requiring fresh foreign inflows. The monthly total covers the whole month, so some repayments may arrive after the day bond purchases settle, and buyers waiting for them would need to find cash elsewhere first.

How the NGN 2 Trillion Offer Relates to New Borrowing

The Debt Management Office (DMO) calendar is provisional, so NGN 2 trillion is the amount proposed for sale and the sum raised can be seen in the auction results. Net new borrowing is the debt issued minus the original loan amounts repaid over the same period.

The FMDA schedule lists interest payments on federal bonds in November but no repayments of the original bond loans, and interest returns cash to lenders while the loan itself stays outstanding. Cash from maturing central-bank securities adds to what investors can reinvest, yet it repays a different debt from the federal bonds being sold.

Longer-Dated Bonds Can Reduce the Need to Borrow Again Soon

A longer bond gives the government more time before it has to repay the loan or replace it with a new one. The presidency’s 30 October 2026 financing statement links longer-term borrowing to infrastructure investment. November’s accepted rates and amounts sold can show the return investors ask for to commit money for that long, and the result arrives ahead of the 23 to 24 November 2026 monetary policy meeting.

“The rate accepted at the auction becomes the interest the government pays each year until the bond matures, so a rate agreed in November can stay in the budget for many years,” Precious added. “Investors weigh that same stretch of time when they decide what return to ask for, which is why one month of repayments can influence terms that last for years.”
